Updated the machine a while ago, then used it, restored the old restore point to get a clean base, then tried to install updates. Saved my day really. Thank you. Right-click on some blank space on the taskbar and select "Properties" about half-way down the screen you will see a button that says "Customize...", click it. It WORKS!! The steps outlined in the tutorial worked for Windows 7 computers.

Note: After the issue is resolved you must turn the Windows Firewall on. Then one day I started playing around with the Notification Area settings on one of the problematic PCs.
